One of them is probably not functioning correctly. Use the cluster tests to read the values of each fuel sensor. Then you should be able to determine which one is not working. It could also be the siphon jet pump that transfer fuel from the left side to the right side of the tank (where the fuel pump is) The cluster test would show this also.

This light has never worked since I bought the car, but previously the light was not on the dash. I changed my rear lights (including the actual bulb holder/board) but it hasnt helped.

Try cleaning connector contacts. Also, the later model E46 models have "ribbon" cables connecting the mirror motor to the harness in the door. These are fragile and can crack thereby causing an open circuit. They are not replaceable and you have to replace the mirror motor with the ribbon cable as a unit.
